Investing in clean water supply for people in rural areas, drought and salinity

In the 2016-2021 period, the Provincial People’s Committee has directed and developed a plan to implement the National Program to ensure safe water supply and prevent loss and loss of clean water revenue. In particular, directing investment, upgrading, expanding and repairing many rural water supply works. Has built 16 new works, upgraded, renovated and expanded 37 pipelines with a total investment of over 600 billion VND, serving more than 30,000 households in 13 districts and cities. The rate of households using hygienic water is nearly 99%, of which the rate of households using clean water is over 63%.

In recent years, the province has received the attention and support of ministries, central branches and international organizations interested in investing in developing clean water and environmental sanitation works. The province also directs the Rural Water Supply and Environmental Sanitation Center to annually review and repair unsafe water supply works and invest in expanding the scope of water supply in rural areas.

However, because the budget is less than the increasing demand, the percentage of households using hygienic water is still low compared to the set target. Climate change and sea level rise, natural disasters, drought, and saltwater intrusion are becoming more and more serious affecting the water supply process, some water supply works that have been invested for more than 10 years are now degraded. annual investment is not commensurate, calling for the socialization of clean water in difficult rural areas. The percentage of households using clean water from centralized water supply works is still low.

In the period of 2022-2025, the Provincial People’s Committee will continue to review and adjust the water supply planning, implement the water supply planning in accordance with the process, strengthen the strict control of water quality. Newly built water supply stations must choose advanced technology, suitable for raw water quality (underground and surface) and modern, energy-saving equipment to ensure the environment. Renovating and installing monitoring control and data collection systems to support remote monitoring and control. Implement the target that the percentage of rural population using clean water will reach 65% and the rate of water supply systems in rural areas that have developed and implemented safe water supply plans will reach 50% according to regulations.

In the period of 2022-2025, the province approves investment in upgrading and expanding 12 works, investing in 4 new projects in a particularly difficult commune, coastal area, serving over 12,000 households (about 193,000 people). in the districts of Giong Rieng, Chau Thanh, Hon Dat, Vinh Thuan… Proposing the Ministry of Agriculture and Rural Development to support with central budget to invest in domestic water systems in water-scarce areas, In areas affected by saline intrusion, 9 works serve about 12,000 households.

Currently, the General Department of Water Resources is completing procedures to submit to the Ministry of Agriculture and Rural Development for consideration and approval of investment projects in 7 districts. When these projects are approved, they will serve over 25,000 households, contributing to increasing the percentage of households using hygienic water to 100%, the rate of households using clean water reaching over 70%. The total proposed investment capital is about 450 billion VND from the state budget.
